The New York State Assembly Children and Families Committee develops and oversees legislation to protect the well-being, safety, and stability of children and families throughout New York. The committee focuses on child welfare, child protective services, adoption, foster care, child abuse and neglect prevention, youth development, and access to early childhood care and support services. Its goal is to ensure that vulnerable children, parents, and caregivers receive the support and protection they need, while advancing policies that strengthen family stability and opportunity.
The Committee has direct oversight over laws such as Social Services Law (covering child welfare, foster care, and adoption programs), Family Court Act (procedures involving child protection cases), and sections of Executive Law related to the Office of Children and Family Services. It also considers Public Health Law (maternal and child health), Education Law (early childhood development), and related statutes concerning youth support and preventive services.
Assembly Member Andrew Hevesi is the Chair, and a senior Republican legislator serves as Ranking Member. The committee consists of approximately 21 members and regularly meets during the legislative session; meeting times are generally scheduled for Tuesday afternoons but may vary.
