The New York State Assembly Cities Committee develops and reviews legislation affecting the state’s sixty-two cities, with a focus on strengthening municipal governance, protecting local self-determination, and addressing urban challenges. The committee oversees issues such as city charters, home rule powers, infrastructure, municipal finance, affordable housing, economic development, and public services unique to city populations. Its primary concern is to ensure cities can effectively manage their affairs, support growth, and respond to the diverse needs of residents.
The Committee has direct responsibility for matters relating to General City Law (which covers city governance), Second Class Cities Law, General Municipal Law, and the Administrative Code of the City of New York. It also considers amendments to city charters and, where applicable, reviews aspects of Public Health Law, Housing Law, and Education Law when these specifically or uniquely affect city operations or populations.
Assembly Member Patrick Burke serves as Chair, with Assembly Member Michael Reilly as Ranking Member. The committee is composed of approximately 18 members and generally meets during regular legislative sessions, often on Tuesdays, to conduct its business.
