The New York State Assembly Codes Committee is responsible for reviewing and overseeing legislation related to the state’s criminal and civil justice systems. The committee focuses on the Penal Law, Criminal Procedure Law, civil and procedural codes, judicial reforms, sentencing guidelines, firearms regulation, bail reform, and other key aspects of public safety and justice policy. Its primary mission is to safeguard due process while advancing fair, effective, and modern justice practices throughout New York.
The Committee has direct responsibility for legislation amending or affecting Penal Law, Criminal Procedure Law, Civil Practice Law and Rules, as well as relevant sections of the Executive Law and Judiciary Law. It examines bills addressing criminal offenses, law enforcement procedures, sentencing, rights of the accused, judicial process, and civil dispute resolution.
Assembly Member Jeffrey Dinowitz serves as Chair, and Assembly Member Angelo Morinello serves as Ranking Member. The committee consists of approximately 22 members and typically meets during legislative sessions—recent meetings have been scheduled on Tuesday afternoons, often off the floor.
