The New York State Assembly Mental Health Committee oversees all legislation and policy aimed at improving mental health services and supports throughout New York. The committee’s priorities include strengthening mental healthcare delivery, access, workforce development, crisis response systems, support for people with developmental disabilities, and programs for prevention and recovery. Its purpose is to promote accessible, effective, and equitable mental health and behavioral health systems for individuals and communities statewide.
The Committee has jurisdiction over areas of law including Mental Hygiene Law (governing mental health and developmental disability services), Public Health Law (mental health in medical settings), Education Law (student and youth support), and Social Services Law (programs supporting at-risk populations and families affected by mental illness). The committee also provides oversight for the Office of Mental Health and the Office for People with Developmental Disabilities.
Assembly Member Jo Anne Simon is Chair, and the Ranking Member is drawn from the minority party. The committee includes approximately 15 members and typically meets during the legislative session, with schedules posted on the Assembly website. The current membership list is available there.
