The New York State Assembly Racing and Wagering Committee is responsible for shaping the legal framework and oversight for the state’s horse racing industry, gaming, casino gambling, the lottery, and related wagering activities. The committee advances legislation related to racing safety, responsible gaming, industry oversight, regulation of off-track betting, charitable gaming, and the economic impact of gambling in New York.
The Committee has direct jurisdiction over Racing, Pari-Mutuel Wagering and Breeding Law (governing all aspects of racing and wagering), General Municipal Law (regulating gaming at the municipal level), and relevant sections of Tax Law (taxation of wagering and lottery proceeds). It oversees the work of the New York State Gaming Commission and coordinates with various industry stakeholders on regulatory matters and consumer protections.
Assembly Member Carrie Woerner serves as Chair, with the Ranking Member from the minority caucus. The committee has about 12 members and usually meets several times during the legislative session, as officially scheduled by the Assembly. The current membership is available online.
