Assembly
The Rules Committee manages procedures and parliamentary practices for the New York State Assembly. It has broad authority to set legislative agendas, refer bills and resolutions, oversee Assembly operations, and shape assembly procedures. The committee exists to ensure efficient legislative workflow, maintain order, and implement the directives of Assembly leadership.
The Committee’s legal framework is established within the Assembly Rules, which define its operations. The Rules Committee is central to the functioning of the legislative process, rather than addressing specific areas of Consolidated Law.
Speaker Carl E. Heastie serves as Chair. The committee comprises senior legislative leaders, including the Majority and Minority Leaders as non-voting members, and meets as necessary during session to manage assembly business.
