The Cities 1 Committee reviews and shapes legislation affecting New York City and, in certain instances, cities of the first class. Its work centers on governance, home rule matters, city finances, infrastructure projects, housing, local regulations, and issues unique to urban centers of this size and complexity. The committee is essential for addressing the legislative needs of New York City’s diverse population and institutions.
Its authority extends over General City Law, Administrative Code of the City of New York, and amendments to city-specific statutes or charters. It also considers relevant aspects of Housing Law, Public Health Law, and Education Law when they pertain specifically to New York City.
The committee leadership includes a chair from the majority conference and a ranking member from the minority, generally comprising about 12–15 members. Meeting schedules are set according to the Senate legislative calendar.
