This committee develops and reviews policy related to utility regulation, energy supply, renewable energy promotion, rates and infrastructure, telecommunications services, and New York's climate and decarbonization agenda. Its mission is to secure reliable, affordable, and sustainable energy and communications for residents and businesses across the state.
Committee authority includes Energy Law (energy planning and renewable policy), Public Service Law (utility oversight and consumer protection), Public Authorities Law (power and telecom authorities), and relevant sections of Environmental Conservation and General Business Law.
Chaired by a majority senator, with a ranking member from the minority; membership is generally 15–17. Meetings are scheduled during session weeks, with more information on the Senate website.
