Senate
The Senate Health Committee develops and reviews legislation affecting New York’s healthcare systems, public health policy, Medicaid, insurance regulation, hospital operations, disease control, and pharmaceutical policy. Its core mission is to ensure quality, accessible, and affordable healthcare across the state.
The committee’s authority includes Public Health Law (hospital regulation, communicable disease, health programs), Insurance Law (health insurance), Social Services Law (Medicaid), and portions of Mental Hygiene Law and Education Law as they relate to health professionals and services.
Senator Gustavo Rivera chairs the Health Committee, with Senator Patrick M. Gallivan as Ranking Member. The committee has about 15–17 members and meets during regular legislative session weeks; meeting dates are listed on the Senate’s website.
