Senate
The Higher Education Committee shapes legislation for New York’s colleges and universities, student aid, professional licensing, and workforce development. The committee’s focus is on SUNY, CUNY, independent colleges, tuition, financial aid, and ensuring educational quality and opportunity at the postsecondary level.
Its jurisdiction covers Education Law (higher education and licensure), State Finance Law (college funding), and applicable portions of Public Health Law (health profession licensing).
Senator Toby Ann Stavisky is Chair, with Senator Joseph Griffo as Ranking Member. Membership is generally 11–13 senators, and meetings are held in line with the legislative calendar, with dates and roster published on the Senate website.
