Ways & Means
Assembly
The New York State Assembly Ways and Means Committee is responsible for all matters affecting the state’s fiscal policy, including the review, development, and oversight of the state budget, taxation, appropriations, and revenue measures. The committee’s primary focus is on allocating funds for state programs, evaluating fiscal impacts of legislation, overseeing economic forecasts, and ensuring responsible stewardship of taxpayer resources. Its work is central to funding public services and balancing fiscal responsibility with the needs of New Yorkers.
The Committee's legal authority includes Budget Bills, State Finance Law (budget process and appropriations), Tax Law (state revenue, income, and sales taxes), and sections of relevant laws tied to fiscal and economic policy.
Assembly Member Helene E. Weinstein serves as Chair, with a senior Republican serving as Ranking Member. The committee includes about 35 members and meets frequently throughout the legislative session to review budget proposals and fiscal legislation. The current roster and schedule are available on the Assembly’s website.
